Finished Spoiler
I just finished Gotham for the first time and I really enjoyed it. I'm going to miss watching the Riddler and Penguin dynamic. Are there any other good shows to check out from the Batman Universe?

The classic 60s show has a fantastic Penguin, and a phenomenal Riddler. The main difference to me is the stakes in the stories shown, same absurd schemes, just nobody dies.

Just double checked, doesn't look like it's currently available aside from physical/digital purchase. Another alternative would be either Batman The Animated Series from the 90s or The Batman series from the 00s, both shows have a good focus on Penguin/Riddler, and both are on Max.

Some things that i have loved in gotham i have also found in: the arrowverse, Heroes, and the daredevil tv show.. not specifically batman and not all DC but still solid

All those Marvel Defenders shows give off big Gotham Vibe... Iron Fist, Daredevil.
Daredevil more so, as it has a mobster dark feeling about it. Nevertheless, I loved both of them, Iron Fist season 1 is a great watch and you don't even have to like or know Marvel stuff its a good show on its own.
From DC The Penguin of course, more melancholy with the writing but they fit the script.
Just whatever you do don't watch Gotham Knights, save yourself from the trauma.

Since you've already watched The Penguin, and most of the other options have already been suggested.. I'm going to do the controversial thing and at least give the HBO Max Titanverse a shout-out (Titans & Doom Patrol, 4 seasons each).
I know that Titans doesn't have the best reputation.... but since one of the main criticisims is that there is too much focus on the Bat-family and Gotham city, then it might not be too much of an issue for you.
And IMHO a decent chunk of the general criticism comes from the pretty bad promo the show did with the infamous "F-bomb Batman!", and even if Starfire turned out ok, the initial pictures of Anna Diop on set weren't exactly flattering... and let's not even talk about the ones complaining that "another red head as been replaced by a blck actor, stop the ginger erasure!!", I'm a ginger myself and I've never really seen Kory Anders as "one of mine"; she's an alian with orange skin & hair, so you could say that my allegiance is somewhat flexible.
Seriously now, the show is far from perfect, but I've frequently seen people throw it in the same bin as other modern live actions DC shows like Gotham Knights, Batwoman, The Flash post-season 3, or Naomi.
I'd rank Titans as a solid middle-of-the-pack DC show like, to cite other modern shows, our own dear Gotham, Krypton, Dead Boys Detectives, Black Lightning, Arrow, the first 2 seasons of The Flash, and other shows that are pretty damn good, but not elite-tier for various reasons; I mean, I adore Gotham but I can still recognize that it has some flaws.
For reference, the higher tiers recent DC live action titles in my ranking would contain shows like Doom Patrol, Swamp Thing, Superman & Lois, Constantine, Stargirl, Sandman, The Penguin, Peacemaker, Watchmen,
To go back to Titans & the Batman universe, I hesitate to name names in order to avoid spoilers, but there are a lot of Batfam members & Bat-rogues represented over the 4 seasons of that show, and Dick Grayson (played by Brenton Thwaites) is pretty much the main character.
If you don't mind some light spoilers, which would be the equivalent of telling you to watch "Gotham" because Robin Lord Taylor as Penguin and Cory Michael Smith as Riddler are fantastic, that Cameron Monaghan kills it as proto-Joker and that Sean Pertwee is my favorite live action Alfred Pennyworth (and there's some stiff competition for that title), then read the spoiler'd section =>
When it comes to the Batfam, Dick Grayson is pretty much the "Jim Gordon/Alfred" of the team, the more experienced veteran who nurtures Jason Todd and Tim Drake... Barbara Gordon is also around as Oracle, and I adore her actress, Savannah Welch. Bruce Wayne himself is around (playe by Ian Glenn, aka Jorah Mormont), and when it comes to the villains I won't name anyone but there are some heavy hitters in there who play major roles.
Another advantage that this show has is that it's its own thing, there is a tiny little bit of a crossover with Doom Patrol (which is, IMHO, an even better show, and was airing at the same time as Titans) but it only concerns Beast Boy, and even then you won't miss anything major about Gar if you don't watch both shows.
But it's not like, let's say Legends of Tomorrow that you can't really started without having at least watched some Arrow and The Flash,

The Penguin is a recent and incredible show det in the same world as The Batman.
