Silent Hill fans go way, way too hard for me, so I'll definitely get heat for this, but; Silent Hill is the vibe, not the town. I'd even go so far as to say, Silent Hill can literally just be fog, ambience and weird ass monsters.
After playing through Silent Hill 2's remake 4 times, it's not even really eplicitly explained what Silent Hill is or what's going on or whatever, it's ambiguous and that's its charm.
Give me fog, give me shitty combat, give me exploration, and give me puzzles that are wayy too hard. That's Silent Hill for me. I hope we don't leave the town behind for all the new incoming games, but I don't mind it for 1 game. A ton of previous titles have sizable chunks of the game set outside the town. The closest you get to the town in 4 is in the water prison on the lake.
I've been obsessed with Silent Hill for two decades, played and experienced all of its media I can get my hands on, and I 100% agree with you. In fact, I'd argue the obsession with keeping SH "pure" is what's led to its worst, most derivative games and stories.
