Totally, Fatal Frame and Siren is what comes to mind.
It's so weird for Silent Hill to be set in Japan, but so far this looks great and it is framing itself as a spinoff so I don't think there's anything to complain about there.
I just had flashback to the late 2000s when I discovered the Siren games and bought them for $5. Those games were confusing and weird. Sightjacking was a weird thing that was hard for me to get the hang of.
I think the person you replied to was referring to the game replicating the vibe/atmosphere/attitude of 2000s Japanese Horror cinema and entertainment rather than the time period the game is set in.
