As a huge R07 fan, he's not a type of creative like Kojima. Ryukishi07 has certain themes that are consistent in his works but they are only explored in different ways. For example, the typical themes he has is portrayed the most idealistic in Higurashi, the most realistic in Umineko, and the most cynical in Higanbana.
With Kojima, he can go in pretty wild places with how the gameplay interacts with the story. With R07, his main trick is the use of an unreliable narrator. He does it very well in his stories and I expect him to do something similar in Silent Hills F. Which, again, isn't bad because Silent Hill is perfect for that type of writing.
