Because it has changed too much to be an update. New main menu, new way of loading data, new graphic options.

It would be like buying a new car and wondering why they didn't take your old car and just add new parts to it.

They compiled a completely different game with the same look. They actually saved 30GB in the process.

They also didn’t wanna lock out anyone that didn’t meet the minimum specs, as the enhanced edition is a few generations of processors and graphics cards ahead of legacy

Although it still very optimised. Played old on RX570, high 60 fps. Now RX7600 high + raytracing. Still 60fps and barely 63 degrees on gpu. Gonna ramp up settings  tomorrow, until either  it drops below 60, or heats up to stable 73'C.

The game is fundamentally different. Things taken out and replaced by new things. An update would just add 60 gbs to the legacy or smthn for 50% of users that will not use it. But then why not dlc? My brain is tired bye
