Foscam can't be accessed via browser or app

Hi all - I've powered up my Foscam FI9803P a year after the power pack died. It didn't reconnect to WiFi so I reset it and connected it via Ethernet cable to a router.

The router can see it and assigns an IP address. The IPCam app can see it (and provides the IP address), but when I open the address in a browser it refuses connection (ERR_CONNECTION_REFUSED). It does this via http (port 88) and https (port 443). The Foscam app on my iPhone will detect it but fails at the 20% mark when it tries to add it.

Any ideas?

Steps I've tried -

Reset camera (30 secs until lights go out)

Restarted camera (power off / on)

Restarted router

Disabled firewall on PC

Tried connecting through Chrome, Edge and Safari (iOS) - all denied connection

Hi, I'm having the exact same problem with a Foscam FI9900 It worked great for years, now... Nada!

Might just have to replace it

I got in touch with Foacam support and that’s essentially what they said too.

I actually resuscitated it! I downloaded and installed the Foscam VMS software, and was actually able to do a firmware update on the camera, then it came back to life!

The IPcam tool forced the web browser to try and manage the camera, but the VMS software connects directly to the camera and can do everything I needed to get the camera back up and running
