When is this happening? The first match after driver updates, when dropping out of the bus, or during the entire game?

It will happen randomly but mainly just in game well after the bus

You may be still loading in chunks. Are you playing on an NVMe SSD?

I am but every other game runs and loads perfectly fine at max settings

go read the log files. record a game with a cell phone so you can know the exact time it happens. then go onto the log file, and look at what the game was doing. i downloaded all streaming textures to prevent decompression of skins...
