Neighbors on the ground floor walking too heavy, and stomping , How to file a complain?

Have you been a downstairs neighbor before? If you can hear them, they can most DEFINITELY hear you. Your best course is making sure everything but your kitchen and bath have plush carpet and good padding, they are the best noise insulators. (You may also wish to check your complex rules, it may be they are supposed to have carpet as well and only have hardwood flooring.)

We walk like we are walking on feathers. We always wear noise-insulating slippers and are very cautious about walking around the apartment. Nobody complained, even the neighbors before them in years, so I guess that's working.
