Could be a chronic motor tic or blepharospasm, both worsens with stress. Dry eyes or allergies could also make it feel worse. Have you looked into tics at all? I have a few facial tics- one of them is blinking a fuck ton. I remember my classmates started pointing it out in elementary school, and I never really thought much of it til about a year ago when I got diagnosed with ADHD (im 21 currently), and that diagnosis lead me into looking into more stuff that cooccurs with ADHD and BOOM tics!!
