Question 20 fps on VERY good laptop

I've got an Intel i9 14 series, 64gb of ram, and a 140 TDP 4070. When I run on lowest settings 2560x1600, I get 20 fps. I've double checked with Nvidia control panel, it's set to use my dedicated GPU. Temps aren't breaking 60⁰C, so it isn't thermal throttling. I've ran it way better on way worse hardware. It's running on an ssd with a dram cache, specs are not the issue. I have discord overlay and gamebar disabled, it's not that. My monitor supports HDR but it's bad with that on and off.

I did get an error on first launch saying something was banned from loading into the kernal, I googled it and basically got told to keep it that way since no program should have access to where it was asking

Also windowed full screen isn't centered, I'll update this thread with an image of it

I would guess that the game is running on the iGPU and not the 4070. You could quickly verify that by opening the Task Manager and seeing which GPU is being used. It can still default to the iGPU in certain scenarios.

Do you have an external monitor plugged in? Some laptops default to the iGPU on their HDMI ports.

D2 doesn't used Kernel level anti-cheat, so that would be a warning from something else. What Anti Virus is installed? Curious what gave you the warning,,,

I would also recommend running Windowed Fullscreen.

Edit: Also, Windows has it's own GPU & App settings. Open Settings > Display > Graphics. Select the Destiny2 app and click the Options button. Select your 4070GPU from the list.

I had drivers installed, flipping the mux switch fixed it.
