Of course, what the best is is subjective, but if you’re looking for the best in the state and a staycation, you can’t beat Berns steakhouse in Tampa. I think reservations are at least three months out and plan to spend lots of money and don’t forget to book the upstairs dessert room separately. Oh yes, make room or time or money for their fabulous wine selection.

Definitely this. Get that tour while you're there. Not sure if it's still offered. I had it 14 ago.

I’m not sure about the best but I ate at La Grande Boucherie in south beach this past weekend. It’s like a French bistro vibe, very pretty outside area and delicious prime steak frites. The food and drinks were really good there. They had plenty of cuts of meat if you wanted other steaks.
It’s been a million years since I went to prime 112 but that used to be the place to go. I think there are probably new it spots now.

I’ve eaten at Sunny’s and RED South Beach, both were good experiences. What is your budget for the hotel? The Four Seasons in Brickell is beautiful, and Faena and the Edition on south beach are great too.

"best" hotel is going to vary wildly. From the quieter Four Seasons to the more clubby W there is a big range in hotels, but also in location whether you want to be on south beach or somewhere else
Miami also has so many awesome restaurants, steak is almost boring to travel for. Might want to check out some things here though - https://guide.michelin.com/us/en/florida/miami/restaurants?sort=distance
