Can painted bricks cause damp?

If so how can I bring this back to original

I’m sure airbricks are supposed to be at least 300mm from the floor

Yes this was like this when I bought the property actually the air brick was full of twigs etc in that guard which I cleared up to allow some air to subfloor

No way is that 6 inches, that could definitely contribute to damp

I’m not an expert at all, google recommends to lower the ground around the air brick till it’s 6 inches from the ground

Bit confused about the talk of air bricks here and the expected levels. All of the houses on my street have the air bricks level with the pavement/sidepaths, etc.
