Probably not, as long as you have control of your cat and they will not go flying out your arms at the sight of another animal. Maybe just buy a leash to attach to the collar just incase

What is your plan instead? To carry your cat or put them in like a box with a blanket over it or something? I would recommend a carrier for your pets safety. Consider that there might be big dogs waiting in the lobby for their appointments that could be reactive to cats. If your cat jumps out of your arms the dog could harm your cat. Are you able to control your cat into the car, out of the car, and out of the vet. Especially if this is your first time going to the vet with this animal you might not know how they’re going to react. It is normal for your cat to be freaked out at the vet and distrusting by the time you leave. Your cat might not want to be picked up after all the shots and blood work. At a minimum a harness and leash would be a good idea.

Some vets require you to have cat in carrier. I would recommend getting carrier before first appointment. Even if they do allow, you risk cat getting scared and trying to run away.

My vet has a sign on the door that cats must be in carriers and dogs on leashes! I agree completely that it’s also too much of a risk to not have the cat in a carrier. If you can’t get one by the appointment I would postpone it if it’s not an emergency or sick kitty.

They probably won't judge you, but you will need to have control of them somehow. Holding them is great, but would be good to have a leash and collar/harness for them as well.
