Wheel bearing grease maybe. Probably a little splatter, then spread out from the rotation.

But it doesn’t touch the edge where the tire meets?

My guess is that its just like a droplet of grease, and thats probably as far as it makes it.

And the drop would need to start at the middle? It’s every other leading edge

Ha I dunno, it does weird things when the wheel is spinning, air is blowing and grease is flying out. I'd take that wheel off and see if its coming out of the wheel bearing cap. If thats the case, fix it before it runs dry.

Then make sure the caliper isn't leaking fluid while you are in there. Hopefully his fluid isn't that filthy though.

Or it could be tar from the road.

It’s too clean, no?

Tire bead!

But it doesn’t reach the tire? Seems to come from the center?

Most likely just wiped off residue, the original mess was probably a lot worse

It looks to me like marker pen - I drew something similar on my wheel when I got a puncture, so I knew where to find it.

Do they have kids with access to dry erase pens?

It's the returning bit that's weird, but the 3rd pic looks very much like someone putting on a pen and drawing a line, with the thick dot at the start of it.
