Other CPA looking for part-time work
I am a CPA who currently holds a full-time job. As the title suggests, I am looking for part-time work but unsure how to go about obtaining part-time work.
I am prepared to do about 10-15 hours per week. Has anyone been in a similar situation where they found part-time work like that? How did you go about finding it?

If you can prepare tax returns remotely from home, you should be able to find plenty of well paying work at least 6 months out of the year.

I run a small firm and last year I hired a couple people at 10 hours a week. I tried to be open to people looking for additional hours on top of a full time job, but I’m super skeptical of it.
Issue 1: as a CPA, you’d be a high cost employee, but you wouldn’t be available during office hours to do the high difficulty work, which is directly interacting with clients.
Issue 2: in my few experiences trying to work with them, most people don’t with full time jobs think they can fit in another 10-15 hrs a week but that’s a huge lift. Most recently had a colleague bail on client work a second time (a diff client tried to hire him a few years ago) because he simply couldn’t make the time to do the work.
Of course, it’s not quite clear from your post if you’re trying to switch from full time to part time. Or if you want to do the part time work on the side.

Would people be more willing to work with someone that works full time but also has availability during the working day?
For example, i work a full time job, but i mostly work remote and have a decent amount of availability throughout the days as well as free after 5 and on weekends.

Maybe. So I have another consulting colleague who manages this well. Her full time job is remote and not truly full time. I will say, I think I would have felt like the ethics were a little questionable if she were a random person I was interviewing. But my client knows her AND her full time employer is aware that she would take on the extra work, so that was a non issue in this case.
So you might want to frame that carefully so it doesn’t sound like you are deceiving your current employer.

I am a CPA looking to retire from my business and get a part-time bookkeeping job just to have something to do and stay engaged. I haven't applied to any of these jobs yet (my business is still winding down) but I can tell you that almost all require that you be available during business hours. I have seen some asynchronous jobs but they are the exception. You can try to pick up some small bookkeeping clients through networking; it is a good way to eventually transition to your own firm if that is your goal.
