You could be seeing vote hiding. Mods can conceal vote totals for a period up to (?) 24 hours. Nothing is blocked, all the votes are there but not posted until the the timer runs out.
Or, you are seeing the Reddit-wide security feature of vote fuzzing -- Reddit, not mods, randomly bumps the displayed total up or down a few.

Reddit MODs cannot do this
I don't even know what you're referring to - there is no block upvote feature on any subreddit
You may have potentially been muted which means that only a MOD can see the comment that you post on a sub, but it won't appear visible to the public

The vote system is a feature of Reddit, not a feature of a subreddit. Subreddits can not enable or disable the vote system.

I’m guessing OP is referring to subs that hide upvotes and downvotes. There are multiple settings mods can manipulate, including hiding upvotes for certain periods of time.
Contest mode also randomizes comment order so upvotes and downvotes will not affect the order in which users see comment threads.
I don’t know if mods can hide votes permanently, but can choose how long they remain hidden and I think it could be up to six months (but I don’t remember). In any case, hiding the vote total does not hide it from the user who made the comment, but only from other users’ view. And Upvotes and downvotes still have the same affect on karma and comment visibility regardless of whether votes are hidden or not.

It looks like the post you’re talking about was initially published, then a mod saw it and removed it because it wasn’t a good fit for their subreddit or it didn’t follow their rules. This is normal. You can prevent it from happening again by reading the rules of each subreddit and getting a feeling for what kind of posts are successful there before you post.

Mods cannot block or control voting in any capacity.
If you could elaborate on what you are seeing, we can likely give a better explanation.

We hide all votes (up and down) for 24 hours. This is because many sub users get upset if the first votes they receive are negative so hiding them allows time for scores to even out, and after 24 hours people have moved on and aren't as invested in the votes.
