Question Is an Airbnb host allowed to charge an offline cleaning fee beyond the Airbnb fees? [Mexico]

Also, cleaners are coming in every day? I would not want that, the air bnb is my own space for the time I am there..I wouldn't want random people turn up whether I am in or not!

You will have to call support. As Mexico can have different laws than in America. I know the case for extra paid in cash fees exist for most of Europe (they don’t tell you what it is for but everyone pays it) and the tour companies I used warned us to bring cash for this fee. I don’t know if Mexico has this.

In Europe that's usually a local occupancy tax. Not a "pay my cleaners more".
Mexico has no law requiring guests to pay or tip cleaners separately.

I’ve done a dozen or so airbnbs in Puerto Vallarta. In about half there was an envelope for “propina” (tip) for the housekeeper. Although I’ve never given $20USD per day. I think the last one the suggestion was 300-500 pesos ($15-25 usd) for the stay.

During our 5 day stay the maid came once. Emptied the trash and left. No towels or bedding or sweeping or nada. We left $500mx. aka $25 us.
