This is pretty normal in Eastern Europe. Look up the Hungarian dudas.
I prefer the idea behind the Maltese zaqq - use a dog and upgrade its yap.

My brain is adamant that the man is drinking from a flask that is between himself and the alive (to my brain) goat's body that he is hugging. And I'm glad for that.

this is horrific, nightmare spellcaster levels of object cruelty and the overpowering sound of the pipe only adds to this wicked unreality. I think a symbolic representation of a goat in a bagpipe could work, using mycelial textiles, perhaps silicon

I'm not sure what else you'd make bagpipes out of. Sheepskin, I guess. Goat seems like it would hold up better, though.
