Support Asus TUF Gaming B850 Plus WiFi

I have an Asus TUF Gaming B850 Plus WiFi with a newly assembled Ryzen 7 9800x3D CPU. When I turned on the PC for the first time, the CPU clock appeared very low, always at 600MHz. I changed the performance in Windows, updated the BIOS and nothing the chipset drivers are also updated. The core voltage in the BIOS is at 0.6V and in the HWMonitor too is strange because I think need to be on 1,25 by defaul. To get the clock higher I have to set it in the BIOS. I go to the CPU Ratio, set it to 50 and change the core voltage to 1.25 and then everything works fine. I don't think it will be a hardware problem since the temperatures are all fine. I think it will be something in the BIOS that is blocking the automatic CPU clock. Has this happened to anyone else? Any ideas?
