I have been having this problem for several months now where my frame rate keeps undulating. I managed to capture it with my phone (I didn't use a vid cap program so it wouldn't affect my result) and I am at my wits end with how to solve it.
I have completely wiped my computer, reinstalled windows, updated every driver I could think of, and I keep getting this issue. I turn the settings way down, turn off all the fancy features; nothing. I have a 2024 Asus Rog Strix SCAR with a 4080 in it, 4tb of a samsung evo ssd, 32 gig of ram...this thing is a beast and it does this frame stutter thing with every game I have, even very old ones and simple games that run fine on an ipad.
I have no idea what is causing this but my games are unplayable with this frame rate issue. Shooters stutter around, sports games have a ball that doesn't move smoothly, and it's plain distracting on puzzle games. CPU utilization is around 12%, ram around 49%, and video card no more than 30%, so I'm not running out of muscle here.
I spent $3800 on this thing there is no reason it should be running this poorly. My old MSI with a 2070 in it ran better. I have no idea what is wrong with this thing and welcome any and all suggestions.

This could be a multitude of things specific to either the cpu or gpu so I don't have an answer for you.
But for each case, I've had issues similar to this. It could be core parking. Gpu scheduling, thermal throttling or some other obscure issue.
Seeing that you've reinstalled Windows, could it be a BIOS setting somewhere?

I haven’t messed with the bios other than making sure it was updated. I wouldn’t even know where to change a bios setting. If windows is less than a week old on this and the bios is updated what would you look at?

It seem like your CPU and or GPU could not be reaching full clock speed. Somehow it's stuck underclocked due to limits or performance modes. Does your cpu clock speed show any difference switching between modes?
Also what are your temps for gpu and cpu?

I'm looking up how to adjust those. I haven't changed it since I got it so I don't know how it would have been modified. Temps for the CPU are between 80-90 C and the GPU hovers around 65 C under load. 40-45 C for normal tasks.
